Our Mission
Chance Catalyst, LLC is an SBA-certified Woman-Owned Small Business (WOSB) and Economically Disadvantaged Woman-Owned Small Business (EDWOSB) providing federal management consulting, emergency management, health sciences, and strategic communications. The firm is led by Pamela Chance, who concluded ten years of federal service with FEMA as East Zone Lead for Public Assistance at the GS-14 level.
Chance Catalyst exists to help federal agencies and organizations recover lost performance, accelerate transformation, and build sustainable systems through enterprise-grade management consulting. Pamela Chance
Founder & Principal Consultant
Pamela Chance began her career at Merck & Co., where she earned the prestigious VP Club Award and authored the national training matrix for a multi-billion-dollar pharmaceutical product. As Regional Training Manager, she developed enterprise-scale instructional programs that set the standard for pharmaceutical sales training.
At Astra Merck, she supported field operations for one of the top-selling pharmaceutical products in the world at the time, consistently exceeding sales goals.
For 15 years, through P.M. Holmes & Associates, she managed PR and marketing for Fortune 100 clients including AT&T, Coca-Cola, and Ford Motor Company, directed 18 political campaigns, and produced music videos for labels including Interscope, Sony, and SoSoDef.
As Chief of Staff for DeKalb County, she managed operations for 17,000+ employees, led a $125 million Parks Bond initiative, and served as federal lobbyist for the county government.
Pamela is also a 28-year veteran of commercial and residential real estate, holding an active Associate Broker license with Virtual Properties Realty in Georgia. As former Managing Broker of P.M. Holmes Realty, she developed and marketed multiple subdivisions, leased commercial spaces, and managed contractor teams across Metro Atlanta. Her real estate practice has built deep expertise in project management, contract negotiation, vendor coordination, market analysis, and multi-stakeholder transaction management. These skills that translate directly to federal facilities management, property advisory, and acquisition support services.
At FEMA, she served 10 years as a GS-14 East Zone Lead for Public Assistance across Regions 1, 3, and 4, providing Public Assistance staffing leadership spanning multiple states and territories across major disaster declarations at national scale.
Pamela holds an active Public Trust clearance from her decade of service at FEMA/DHS.
She is a certified AI Consultant through Columbia University/Infosys, Alicia Lyttle AI Innovision, and Google Prompt Engineering, and has built proprietary AI agent architectures, voice automation systems, and CRM integrations.
